Evaluation Body

Evaluations of the Piano di Sviluppo e Coesione (PSC), as provided by Delibera CIPESS No. 2 of 2021, are defined according to the needs and knowledge requirements of the Authority for management and coordination, shared with the Monitoring Committee and organised in line with the programme architecture. Evaluation activities are carried out in complementarity with the 2014–2020 and 2021–2027 unified evaluation plans defined under EU cohesion policy and fall within the remit of the Nucleo di Valutazione e Verifica degli Investimenti Pubblici (NVVIP Sicilia), established by D.A. No. 120 of 8 May 2000, at the Department of Programming of the Region, pursuant to Law 17 May 1999, No. 144, Art. 1.
In particular, in line with the above Delibera CIPESS, the Authority responsible for coordinating and managing the PSC, in liaison with the Monitoring Committee, organises evaluations (in itinere or ex post) on relevant aspects of the Plan, taking into account the most significant and representative themes (by type and financial size).
Evaluation activities on relevant aspects of the PSC and the related technical management are entrusted to NVVIP Sicilia and are carried out in synergy with the administrations involved and the main stakeholders of the Partnership Table, in order to meet the knowledge and analysis needs gathered through specific methods (e.g., periodic questionnaires, analysis of emerging needs, identification of good practices and critical issues observed during planning and implementation, etc.).
The in itinere and ex post evaluations and oversight of the function, in line with the guidance provided by NUVAP within the National System for the Evaluation of Cohesion Policies, are compiled and presented not only through specific reports (intermediate and final), but also through the dissemination of periodic information materials (e.g., newsletters, annual reports, infographics, thematic studies, etc.).
