The Public Investment Appraisal and Evaluation Unit (NVVIP) is a structure—established by Law 144/1999, Art. 1—that provides technical support to the regional administration for programming and evaluation activities. It operates with tasks and roles defined by national and regional regulations and in line with European guidance, which assigns a fundamental role to the evaluation and verification of public investments instrumental to achieving cohesion policies.
The Units operate within their respective regional administrations and demonstrate appropriate levels of technical and operational competence.
The NVVIP carries out its activities along the following main lines:
- Support to the Administration for evaluation activities;
- Specialist support to the Administration for Regional Unified Programming, with a view to implementing the unified programming process for structural and national cohesion-policy funds;
- Appraisal, evaluation, procedural verification and monitoring of public investments, in order to ensure that public-expenditure programmes more effectively align with the complex and evolving regulatory framework and to guide the Administration in using resources in line with specific knowledge and implementation needs;
- Verification and evaluation of the integration among the various policies implemented for the different Funds by different Responsibility Centres, so as to contribute—within its remit—to ensuring unified programming of regional public finance, with particular reference to EU funds.
The NVVIP is a consultative body with no decision-making powers or external representation and acts in constant coordination with the Administration’s offices. Its diverse professional skills and areas of expertise are organised mainly into coordinated, multidisciplinary working groups, which the regional administration consults depending on the topic at hand, in close connection with the central-level system (NUVAL, NUVEC, Regional Units, etc.).
In its current configuration, the NVVIP is composed as follows:
- the Director-General of the Department of Programming, who serves as Head of the NVVIP;
- eight internal members, senior officers of the Regional Department of Programming, and three members of the Technical Secretariat;
- nineteen external experts, one of whom serves as coordinator, selected through a public competitive procedure (Public Notice approved by DDG No. 56/A1 DRP of 14/03/2017).
