Territorial policy is an organizational model that involves individual territories, given the specificity and homogeneity of their needs, especially in certain sectors, in the process of identifying interventions to be financed with resources from the ERDF Sicily program. This integrated territorial development approach, already adopted by the Sicilian Region in the 2014-2020 programming cycle, has been renewed with a budget of €1.5 billion within the ERDF Sicily Regional Program 2021-2027, equal to a quarter of the program's entire budget of €5.8 billion.
The financial framework for the 21-27 territorial policies is outlined in the resolution approved on September 12, 2024 (No. 297) by the Regional Council, taking into account the approval already given by the Palace of Orleans for the general reprogramming (Resolution 247/2024) pursuant to Regulation (EU) 2024/795, which established the Strategic Technologies Platform for Europe (STEP). The allocation of territorialized resources was then established by the Programming Department with specific provisions.
There are 29 territorial coalitions identified in the geographical map approved by the Planning Department with Executive Order 1258/2022 (to which the draft memorandum of understanding between municipalities is also attached) according to the following categories, to which partially differentiated regulations apply:
- Functional Urban Areas (FUA)
- Internal Areas (AI)
- Intermunicipal Urban Systems (SIRU) and Minor Islands
