Fondo Sviluppo e Coesione (FSC) 2021–2027 – Cohesion Agreement – Sicilian Region
On 27 May 2024, the Cohesion Agreement for the Sicilian Region—the operational programming instrument for national cohesion-policy resources—was signed between the Prime Minister and the President of the Sicilian Region.
The document identifies the development objectives to be pursued with FSC 2021–2027 resources through specific interventions—often with multiple funding sources—allocating to the Sicilian Region approximately EUR 6.8 billion.
The Comitato Interministeriale per la Programmazione Economica e lo Sviluppo Sostenibile (CIPESS), at its meeting of 9 July 2024, approved—by Delibera No. 41/2024—the allocation of FSC 2021–2027 resources to the Sicilian Region (pursuant to Law 178/2020, Delibera CIPESS No. 16/2023 and Law 41/2023), as set out in the Cohesion Agreement signed on 27 May 2024.
Delibera 41/2024 was published in the Gazzetta Ufficiale della Repubblica Italiana (GURI) No. 256 of 31/10/2024.
The Regional Government, by Delibera No. 359/2024 of 14 November, ordered the definitive adoption of the Cohesion Agreement signed on 27 May 2024.
By Delibera No. 6/2025, the Regional Government acknowledged the updated version of Annex A to the Cohesion Agreement of the Sicilian Region (amendment pursuant to point 2 of Delibera CIPESS 41/2024).
The Department of Programming of the Sicilian Region, by DDG No. 245/2025, adopted the document “Description of the management and control system,” together with the “Implementation and Control Manual,” relating to the FSC 2021–2027.
