The Administrative Capacity‑Building Plan (PRA), foreseen by the Partnership Agreement (European Commission execution decision of 29/10/2014), aims to strengthen the organisational, legislative and procedural set‑up of the regional administration.
It identifies simplification and streamlining measures to reduce administrative timeframes and ensure timely and effective implementation of operational programmes, in line with Regulation (EU) 1303/2013.
Approved by Regional Government Resolution No. 333 of 24/10/2016, the Plan’s governance features the President of the Sicilian Region as political lead and the Director‑General of the Special Office of the Certification Authority as implementation lead. A dedicated unit and a Steering Committee (chaired by the Secretary‑General) provide coordination and oversight. The Implementation Lead is supported by a dedicated organisational unit composed of one manager and two officers with appropriate expertise and is assisted by a Steering Committee, chaired by the Secretary-General and composed, in addition to the PRA Implementation Lead, of the Managing Authorities of the PO FESR and FSE, the Accountant-General, the Director-General of the Department for Public Administration, the Director-General of the Audit Authority, the Head of the President’s Cabinet, and a member of the Public Investment Appraisal and Evaluation Unit.The Committee provides strategic guidance and oversight of the implementation of improvement measures and the achievement of the set objectives.
Implementation status is verified every four months via the “Mosaico” monitoring system by National Agency for Territorial Cohesion.
