Monitoring Committee – Sicily Regional Programme 2021-2027

Article 40 of Regulation (EU) No. 1060/2021 of the European Parliament and of the Council of 24 June 2021, laying down common provisions among the Structural Funds, provides that, within three months from the date on which the Commission decision adopting an Operational Programme is notified to the Member State, the Member State—in accordance with its institutional, legal and financial framework and in agreement with the Managing Authority—shall establish a committee to monitor implementation of the Programme.

Article 40 of Regulation (EU) No. 1060/2021 also specifies the functions of the Monitoring Committee. In summary, the Committee examines:

  • the progress made in implementing the programme and in achieving the intermediate and final targets;
  • any issues affecting the programme’s performance and the measures taken to address them;
  • the programme’s contribution to addressing the challenges identified in the relevant country-specific recommendations linked to programme implementation;
  • the elements of the ex-ante evaluation;
  • progress in carrying out evaluations and syntheses of evaluations;
  • the implementation of communication and visibility actions;
  • the fulfilment of the enabling conditions and their application throughout the entire programming period;
  • progress made in developing the administrative capacity of public administrations, partners and beneficiaries, where relevant.

It also approves:

  • the methodology and criteria used to select operations;
  • the performance reports;
  • the evaluation plan and any amendments thereto;
  • any proposals to amend a programme put forward by the Managing Authority.

By Regional Government Resolution No. 133 of 30 March 2023, the Regional Government established the Monitoring Committee of the PR FESR Sicilia 2021–2027.

The composition of the Monitoring Committee, indicated in Article 1 of the Internal Regulations (available below in the documentation for the first meeting of 21 April 2023), was defined taking into account the provisions of Regulation (EU) No. 1060/2021; Regulation (EU) No. 1058/2021 of the European Parliament and of the Council of 24 June 2021 on the European Regional Development Fund and on the Cohesion Fund; and Commission Delegated Regulation (EU) No. 240/2014 of 7 January 2014—also valid for the 2021–2027 programming period—establishing a European Code of Conduct on Partnership in the framework of the European Structural and Investment Funds.

At its first meeting on 21 April 2023, the Monitoring Committee of the PR FESR Sicilia 2021–2027 approved its Internal Regulations and the methodology and criteria used for selecting operations. It also reviewed and took note of the programme architecture, which provides five Cohesion Policy Objectives (2021–2027) for six Priorities of the PR (+ Priority AT), broken down into a total of 20 Specific Objectives, as well as the information on the programme’s communication and information activities.
